What to do if it comes as a VLC file:
1. Open your file explorer
2. Click on "Downloads"
3. Double right click the file
4. Click "Open with WinRAR" (If you are able to use WinRAR)
5. Click the "Gacha Cute PC" folder
6. Click "Gacha Club.exe"
And voila! You should be able to play it!
